It wants to neutralise Ukraine, not own it.

Of COURSE the Western MSM accused the Russians of 'targeting civilians' from Day One - even though they busted their own narrative by then saying 'Putin is desperate and has changed to a Strategy of Attrition' (meaning,   um - targeting civilians - but you can't change TO something if you were THERE before, can you? )
