Simply put - the process by which NATO has deliberately provoked Russia to invade the Ukraine, in the full knowledge and therefore approval of that which has subsequently ensued, was described with unerring precision in a Council of Foreign Relations (therefore Top Strategic Level) publication back in 2013 -


This in itself contained accurate predictions from even earlier - 'In that same 1998 interview, Kennan predicted that NATO expansion would provoke a crisis, after which the proponents of expansion would "say that we always told you that is how the Russians are." As if on cue, most Western officials have portrayed Putin as the real culprit in the Ukraine predicament.' ...
